According to the Sub-Threshold Procurement Regulation (UVgO), it is possible to award direct contracts without a formal procurement procedure as long as the estimated contract value does not exceed a certain state threshold.
These thresholds vary from state to state and have recently been raised significantly in many regions. This makes it particularly easy and quick to process smaller procurements.
