The New Platform For Online Procurement Process
The amendment of public procurement law and the resulting possibility of soliciting bids by email strengthens digitisation and transparency in public procurement procedures. EMMIE – Die VergabeSuite, a user-friendly web app designed specifically for contracting authorities, enables you to solicit bids in a legally compliant manner and with minimal effort. Companies invited by email can send their bids directly. EMMIE receives these and releases them after the submission deadline has expired. All relevant steps in the procurement process are automatically documented.
Throughout Germany, the secure upload of tender documents in the online procurement process is considered permissible, thereby removing important hurdles when soliciting tenders in the area of the Sub-Threshold Procurement Regulation (UVgO). The legal basis for submitting bids by email is the Act Amending the Thuringian Procurement Act to Reduce Bureaucracy and Simplify Procedures in Thuringian Procurement Law. It was announced on 30 November 2023 in the Law and Ordinance Gazette No. 14 (p. 331 ff) and came into force on 1 January 2024 (Sections 10 and 11 VgV).
